Don’t let your FSSAI licence expire. Here is everything you need — documents, fees, timeline, and the exact online process.
Why Your FSSAI Licence Renewal Matters Now
An expired FSSAI licence is not a minor administrative slip. Under the Food Safety and Standards Act, 2006, operating a food business without a valid licence can attract penalties of up to ₹5,00,000 and, in serious cases, imprisonment. [Source: FSSAI Act, 2006, Section 63]
Yet every year, thousands of Indian food business operators (FBOs) miss their renewal deadline — not out of negligence, but because the process is confusing, the FoSCoS portal can be unforgiving, and nobody sends a reminder.
This checklist changes that. Bookmark it. Use it. Share it with your operations team.

The 2026 Renewal Checklist (Print This)
📋 Pre-Renewal — Complete These 30 Days Before Expiry
- Check your licence expiry date. Log into FoSCoS → your licence dashboard → “Validity” field. The expiry date is printed on your licence certificate.
- Apply 30 days before expiry. FSSAI accepts renewal applications up to 180 days before expiry. The ideal window is 30-60 days before. Applications within the last 7 days risk processing delays that can leave you unlicenced.
- Verify your registered mobile number and email. FoSCoS sends OTPs and status updates to these. If your phone or email has changed, update them in your profile before initiating renewal.
- Check for pending annual returns. If you have any unfiled Form D-1 or D-2 annual returns, the FoSCoS portal may block your renewal application. File all outstanding returns first.
📄 Documents Required — Have These Ready (Scanned PDF / JPEG, <200 KB each)
| Document | Who Needs It | Notes |
|---|---|---|
| Form C (Declaration of Food Safety Management System) | All FBOs | Signed and scanned. Self-declaration. |
| Photo ID proof (Proprietor/Partner/Director) | All FBOs | Aadhaar, Voter ID, Passport, or Driving Licence |
| Address proof of business premises | All FBOs | Rent agreement, electricity bill, or property tax receipt (not older than 3 months) |
| List of food products manufactured/stored/sold | Manufacturers, repackers | In the prescribed format; update if portfolio changed |
| NOC from municipality/panchayat | Manufacturers | Required for State and Central licences |
| Water test report (potability) | Manufacturers, caterers | From NABL-accredited lab; not older than 6 months |
| Certificate of Analysis (CoA) for products | Manufacturers | From NABL/FSSAI-notified lab; for each major product category |
| Food Safety Management System (FSMS) plan | Central licence holders | Documented FSMS plan or HACCP manual |
| Import-Export Code (IEC) | Importers/Exporters | From DGFT. Required for Central licence. |
| Authority letter with board resolution | Companies, LLPs | Authorising the person filing the renewal |
| Previous year’s audit report | Central licence holders | If applicable under FSMS audit requirements |
For State and Central licence holders: Keep all documents in a single folder on your computer. FoSCoS will ask you to upload them during the application. Missing documents = application rejection.
💰 Fee Payment — Know Your Renewal Fee Before You Start
| Licence Type | Renewal Fee (2026) | Late Fee (if applying after expiry) |
|---|---|---|
| Basic Registration (Turnover ≤ ₹12 lakh) | ₹100/year | Not applicable (registration, not licence) |
| State Licence (Turnover ₹12 lakh – ₹20 crore) | ₹2,000–₹5,000/year (varies by category) | ₹100/day up to 100% of fee |
| Central Licence (Turnover > ₹20 crore, or export/import) | ₹7,500/year | ₹100/day up to 100% of fee |
Source: FSSAI Fee Schedule. As of June 2026, FSSAI has not issued a revised fee notification; the 2022 fee structure remains in effect. The next fee review is expected in 2027 per the FSSAI regulatory calendar.
Important: Late fees are calculated per day from the date of expiry. If your licence expired 60 days ago, a State licence renewal could attract ₹6,000 in late fees. Renew on time.
Step-by-Step Online Renewal Process (FoSCoS Portal)
Step 1: Log into FoSCoS
Navigate to https://foscos.fssai.gov.in/. Click “Login for Existing Users.” Enter your 14-digit FSSAI licence number as username and your password. Complete the captcha.
Forgot password? Click “Forgot Password” → OTP will be sent to your registered mobile number. If your mobile number has changed, you will need to raise a ticket with the FSSAI helpdesk (1800-112-100) or contact your local FSSAI office. This is a common pain point — ensure your contact details are always up to date.
Step 2: Navigate to Renewal
Dashboard → “Licence/Registration” → “Apply for Renewal.” The portal auto-populates your existing details. Do not skip verification — check every field.
Step 3: Update Business Details (If Changed)
If any of these have changed since your last application, update them now:
- Business turnover
- Product categories
- Premises area (expanded/reduced)
- Business address
- Food safety management details
Critical: If your turnover has crossed the ₹20 crore threshold, you may need to upgrade from State to Central licence. The portal will flag this automatically. Do not ignore the flag.
Step 4: Upload Documents
Upload scanned copies of all documents listed in the checklist above. Each file must be under 200 KB and in PDF or JPEG format.
Common rejection reasons:
- Blurry/unreadable scans
- Expired address proof (older than 3 months)
- Missing product list
- Water test report older than 6 months
- Signature missing on Form C
Step 5: Pay the Renewal Fee
Review your application. The portal displays the fee. Pay via: Net banking, Debit/Credit card, UPI (BHIM, Google Pay, PhonePe), NEFT/RTGS (for Central licences, if portal permits). Save the payment confirmation. Print or screenshot the acknowledgement page.
Step 6: Track Your Application
- Application Reference Number (ARN): Generated after successful submission. Save this.
- Status tracking: Dashboard → “View Application Status” → Enter ARN.
- Typical processing time: 7-15 working days for State licence; 15-30 working days for Central licence.
- If status shows “Pending” for >30 days: Contact your local FSSAI Designated Officer. Use the FSSAI State-wise Directory to find your DO’s contact.
Step 7: Download Your Renewed Licence
Once approved, you will receive an SMS and email. Log into FoSCoS → Dashboard → “View Licence” → Download. Display the renewed licence prominently at your business premises (as required by law).
Common Mistakes That Delay or Reject Renewals
| Mistake | Consequence | How to Avoid |
|---|---|---|
| Filing renewal after expiry | Late fees + operational gap without valid licence | Apply 30-60 days before expiry |
| Pending annual returns | Portal blocks renewal | Clear all Form D-1/D-2 filings first |
| Mobile number mismatch | Cannot receive OTP for login/payment | Update contact details in FoSCoS profile proactively |
| Uploading expired documents | Application rejected | Check address proof and water test report validity dates |
| Wrong licence category upgrade | Application returned for correction | Verify category eligibility before starting renewal |
| Leaving application “in draft” without final submission | Application is not processed | Always click “Final Submit” and note the ARN |
Special Cases
My Licence Already Expired — What Now?
You can still apply for renewal up to 180 days after expiry by paying the late fee (₹100/day). After 180 days, your licence is permanently cancelled and you must apply for a new licence — a longer and more expensive process. If your licence expired within the last 6 months, act today.
I Need to Upgrade from State to Central Licence
If your turnover crossed ₹20 crore in the previous financial year, you must upgrade. The renewal application will flag this. You will need to submit enhanced documentation (FSMS plan, audit report, etc.) and pay the Central licence fee of ₹7,500/year.
My Business Has Multiple Locations
Each location needs its own FSSAI licence. If you have a Central licence for your head office/manufacturing unit, individual retail outlets may still need separate State licences. The “one licence per location” rule applies under the FSSAI Licensing and Registration Regulations, 2011 (Regulation 2.1.2). However, FSSAI Circular No. 11 of 2019 allows certain exemptions for storage godowns and distribution centres operating under the same management and within the same municipal limits. Check with your local Designated Officer for location-specific guidance.
